South Korea’s agricultural sector faces acute pressures from a diminishing workforce, an aging population, and climate change, threatening national food security. In response, the government has prioritized smart agriculture as a strategic imperative (MAFRA, 2025). This paper provides a techno-strategic analysis for Chungbuk province, a vital agricultural region whose unique dual-economy—encompassing both broad-acre staple crops and high-value specialty products—presents a complex challenge for technology adoption. A one-size-fits-all approach is economically irrational for this context.

This paper proposes and validates the Chungbuk Smart Agriculture Platform (CSAP), a novel, multi-tier technological framework designed for such dual-economy systems. The CSAP integrates public and national remote sensing assets (Sentinel, KOMPSAT), unmanned aerial vehicles (UAVs), and an AI-driven analytics engine, matching technology cost and precision with crop value. Key implementation barriers were identified, including high initial technology costs, a regional skills gap, and environmental constraints like monsoon cloud cover. The study demonstrates these challenges can be mitigated through strategic alignment with national policies, particularly the First Five-Year Master Plan, which provides financial support and fosters human capital development. The integration of Synthetic Aperture Radar (SAR) for all-weather monitoring and advanced analytics like the Normalized Difference Red Edge (NDRE) index are identified as critical success factors. The CSAP provides a robust, scalable, and pol- icy-aligned roadmap for Chungbuk to enhance agricultural resilience and productivity, establishing a rep- licable model for other dual-economy agricultural regions globally and contributing to the literature on applied smart agriculture.
